SIGNIFICANCE OF SCIENTIFIC STUDY OF THE PRESIDENT'S ADDRESSES OF THE PRESIDENT OF THE COUNTRY

      All socio-economic and political transformations that have been taking place in the Republic of Tajikistan in recent years reflect the implementation of the country's course, which is followed by the President of Tajikistan Emomali Rahmon. Given the fact that the President of the country occupies a central place in the structure of the highest bodies of state power, he determines the vector of political, economic, social and cultural development of the country. The fundamental ideas and initiatives of the head of state expressed in his annual messages become a catalyst for the legislative activity of the Majlisi Oli and stimulate all spheres of activity of the central and local executive authorities.

      Every year, the President of the country, in determining the course of the country's development, uses various political and legal means, one of which is the annual Address of the President to the Majlisi Oli. In terms of their legal status, the President's Addresses are political and legal documents of strategic nature and have constitutional and legal status, so each Address is of great value for researchers of the history of the country and the political course of the head of state in a certain period of the history of the Republic of Tajikistan.

        If we consider and analyze the Address of the President of our country from this point of view, we can state that each element of the text of the Address has its own clear content and logical justification, that is, it pursues a specific goal - it is to convey to each resident of the country the official position of the state leadership on the state of affairs in the country, as well as to outline the essence of the course of development of the Republic by determining the future directions of development of the state.

        Each of the messages causes a response and is commented by wide circles of the public and in the period after the announcement of the annual Address of the Head of State each of us, following the resonances in the society, forgets about one thing that the annual Address of the Head of State as a political and legal document of strategic nature should be analyzed from the position of comprehension of the problems of existing realities, first of all from the scientific point of view. The importance of presidential messages for science, for understanding and analyzing the ongoing transformations and development of the country should be considered at a proper, high level of scientific research.

       Analyzing the published comments and responses to the President's Address, we, to our great regret, came to the conclusion that to date there are very few specialized public and political-legal studies devoted to the analysis of the President's Addresses. We also could not find works or analytical articles considering the President's Addresses as a constitutionally enshrined right, studies on the specific analysis of the President's Address as a programme of cooperation of all branches of power, as well as scientific works analyzing the President's Addresses as one of the most important ways of implementing the state-legal strategy of the Republic of Tajikistan.

         In the selection of materials, we have reviewed, we often state only the fact that the items of the messages are mandatory for the executive and recommendatory for the legislative and judicial branches of government, without a special, in-depth factual or comparative analysis of the authors themselves. Proceeding from this we can state that the topic of presidential messages in the context of scientific analysis - historical, political science, philological, etc. context in the domestic scientific literature at the proper level has not been disclosed. Practically all existing works are considered by the authors only in the context of narrow sectoral and narrow-profile tasks and no more.

         In no case I would like to be little the merits of articles published in connection with the Presidential Addresses of the Republic, but despite the specialization of the authors, almost all of them consider the Presidential Address in the framework of solving the following problems.

         During the study of the issue, we failed to find scientific works, dissertations on systematic and specialized scientific research of the content of the President's Addresses in the Internet. We would like to study scientific research on the role of the President's Addresses in the elaboration and implementation of the country's development course, to get acquainted with the stages of preparation, announcement and implementation of the President's Addresses, with the peculiarities of the political course of the head of state in his Addresses to Majlisi Oli, etc.

       Taking into account the generally accepted methods of research of Presidential Addresses in democratic countries and analyzing the annual Address of the President of the Republic of Tajikistan Emomali Rahmon we can conclude that the annual Presidential Address is an important element of the main process of formation of a certain course of development of the Republic of Tajikistan, as it formulates the agenda on the most urgent problems of the country, proposes more effective ways of solving these problems, sums up the results of already completed tasks, that is, gives the results of the Presidential Address to the Majlisi Oli.

        This means that the annual Presidential Address fulfils controlling, strategic-directing, communicative, populist, value-orienting functions, which are mandatory for the executive branch and recommendatory for the legislative branch. Each message of the President of the Republic of Tajikistan is an effective tool for shaping the course of development of the Republic of Tajikistan.
